Named for Col. Thomas Westbrook, an early settler, mill operator and royal mast agent. Set off from Falmouth as Stroudwater in 1814 and renamed later that year; the village was long called Saccarappa.

It is part of Congressional District 1, State Senate District 26 (60% of residents), State Senate District 27 (40% of residents), State House District 128 (46% of residents), State House District 127 (45% of residents), State House District 126 (9% of residents), and County Commissioner District 4, in the Greater Portland region.

In the 2024 presidential race, Kamala Harris carried Westbrook with 65% to 32.6% for Donald Trump. That was a Democratic margin of 32.4 points, against a Democratic margin of 6.9 points statewide. In the 2022 governor’s race, Janet Mills carried Westbrook with 69.4% to 28.5% for Paul LePage.
