Penobscot County is one of Maine’s sixteen counties, established in 1816. It has an estimated 157,967 residents (2025), compared with 152,199 in the 2020 Census.
In the 2024 presidential race, Donald Trump carried Penobscot County with 54.5% to 43.6% for Kamala Harris. That was a Republican margin of 10.9 points, against a Democratic margin of 6.9 points statewide. In the 2022 governor’s race, Paul LePage carried Penobscot County with 51.7% to 46.4% for Janet Mills. In the 2024 U.S. Senate race, Angus King (Unenrolled) carried Penobscot County with 45.5% to 41.6% for Demi Kouzounas. On the Partisan Electoral Alignment Index (Partisan EAI), it ranks as the 5th most Republican of 16 counties.
