Incorporated as Huntressville; earlier called Pages Mills and then Deanfield. The present name is said to honor Lowell Hayden, an early settler's son and reportedly the first child born in town.

It is part of Congressional District 2, State Senate District 8, State House District 18, and County Commissioner District 3, in the North Woods Region.

In the 2024 presidential race, Donald Trump carried Lowell with 73.4% to 25.5% for Kamala Harris. That was a Republican margin of 47.9 points, against a Democratic margin of 6.9 points statewide.
